Situated in the east of Qingdao city, Laoshan District is a district founded during the adjustment of administrative division of Qingdao in April 1994. The district covers a total land area of 395.76 km2 and a total sea area of 2,880 km2 with a coastline of 95.7 km long.

​The urban and rural development was rapid. 48 municipal roads, including Zhuzhou Road and Xianxialing Road, were renovated and upgraded; The underground passage of Polar Ocean World was built and opened for traffic; 5 parking lots was newly built and 3,199 new parking spaces were provided. The first phase of Shenzhen Road Sports Park was renovated and upgraded and 19 pocket parks were built up. 31 kilometers of village roads and streets was renovated and 11 provincial-level beautiful villages were created. An additional heating area of 900,000 m2 was added, bringing the total heating area to 22.56 million square meters. There were 349.98 kilometers of water transmission and distribution pipelines in the district, supplying totally 31.0448 million cubic meters of water with a water quality qualification rate of 100%.

Water resources：The average annual total volume of water resources in Laoshan District is 174,110,000 m3 (excluding double counting), of which 32,160,000 m3 in Baisha River area (upstream of Laoshan Reservoir), representing 18.47% of the total volume; 24,690,000 m3 in the east of Laoshan Mountain, 14.18%;

In June 1949, Laoshan Administrative Office was established, belonging to the Special Area of the South China Sea. In April 1951, Laoshan Administrative Office was allocated to Qingdao Municipality and 5 villages of Licun District, Fushan District and Sicang District, 10 villages of Jimo County and 4 villages of Jidong County were allocated to Laoshan Administrative Office.

Preliminary calculations show that the GDP of Laoshan District reached 132.395 billion yuan in 2024, an increase of 6.1% compared to the previous year at comparable prices (hereinafter referred to as "growth"). The added value of the primary industry was 835 million yuan, an increase of 3.5%; The added value of the secondary industry was 41.842 billion yuan, an increase of 11.7%; The added value of the tertiary industry was 89.718 billion yuan, an increase of 3.8%. The structure of the three industries was 0.6:31.6:67.8. The per capita GDP of the district was 255,900 yuan.

Laoshan area was called Laiyi during the dynasties of Xia, Shang and Western Zhou. It belonged to Donglai during the Spring and Autumn Period and to the State of Qi during the Warring States Period. In the 26th year of the First Emperor of Qin (221 BC), Langya Prefecture was established (named Jiaodong Prefecture later) and Laoshan area belonged to it. During the Western Han Dynasty, Buqi County was established, having jurisdiction over the territory of Laoshan which belonged to Langya Prefecture. In the 6th year during the Jianwu reign of the Eastern Han Dynasty (30 AC), the State of Marquis Buqi was established in Buqi County. During the Guanghe reign of the Eastern Han Dynasty (178~183) and the Three Kingdoms Period, Buqi County belonged to Donglai Prefecture. From the 3rd year of Xianning reign of the Western Jin Dynasty (277) to the Northern and Southern Dynasties, Buqi County belonged to Changguang Prefecture and Buqi City was established under its jurisdiction.
