During the 11th Five-Year period, closely surrounding the functional orientation of constructing “five centers” (namely, Qingdao Hi-Tech Industrial Development Center, Qingdao Tourism And Resort Center, Qingdao Festival And Exhibition Center, Qingdao Eastern Business Center, And Qingdao High Education Development Center) and the development direction of “four-type districts”(namely, economically efficient, talent-densed, tourism resort and environment-friendly ), the whole district will deploy its work through actualizing two large strategies( the strategy of being driven by hi-tech and tourism industries and, the strategy of being driven by urbanization) so as to boom the economic society more rapidly and properly. The general target is to construct a new Laoshan with the overall level of economic society ahead in the whole province, and a new eastern Qingdao with liveliness, attractiveness and core competitive force, and to become by 2010 a first-class hi-tech park, tourism resort and modern new district, walking ahead in the entire nation in the fields of promotion of comprehensive competitive force, innovation of system and mechanism, and construction of a harmonious society.

Build an ISO14000 national model park, by integrating resource elements, innovation carriers and Interaction mechanism, knitting and promoting innovation networks, developing competitive advantages, and boosting up the development level, industrial structure and images. 

3.  Walking ahead in tourism industry
——tourism economy thrives in an all-round way; tourism has become a pillar industry in national economy.

——social undertakings proceed in an all-round way.  By 2010, senior middle school education is to be popularized, full-time undergraduates will reach 70,000, education period per capita will be enhanced to 11 years. And medical treatment and sanitation facilities will promote remarkably.
